“Solutions for wellbeing and sustainable development” is the theme of the III Latin American and Caribbean Congress on Protected Areas (CAPLAC 3), 14-17 October 2019, in Lima, Peru.
Previously held in Santa Marta, Colombia (1997) and Bariloche, Argentina (2007), the Congress is a forum for sharing experiences, academic research and debate on public policies. The event arose as an initiative of IUCN and its World Commission on Protected Areas (WCPA), bringing together societal actors to strengthen their capacities as a means of promoting protected areas as nature-based solution to the challenges facing society.
The Congress offers opportunity for government authorities, multilateral organisations, leaders of local, traditional and indigenous communities and the private sector to present approaches that will be brought before the Convention on Biological Diversity when the Aichi Targets are reviewed in 2020.
Given interest in sharing its debates and conclusions at IUCN global events, the Congress must also incorporate The Promise of Sydney (emanating from the World Parks Congress 2014) and bring a regional position to the next World Conservation Congress in 2020.
Objectives of the Congress:
Created in 1997, the congress is a forum for sharing experiences, academic research and debate on public policies. An initiative of IUCN and its World Commission on Protected Areas (WCPA), the event brings together societal actors to strengthen their capacities as a means of promoting protected areas as nature-based solution to the challenges facing society. The Congress also offers opportunity for government authorities, multilateral organisations, leaders of local, traditional and indigenous communities and the private sector to present approaches that will be brought before the Convention on Biological Diversity when the Aichi Targets are reviewed in 2020.
The III Congress will take place in Lima, Peru, in October 2019 under the theme of “Solutions for wellbeing and sustainable development”. Previous editions were held in Santa Marta, Colombia (1997) and Bariloche, Argentina (2007). Given interest in sharing its debates and conclusions at IUCN global events, the Congress must also incorporate The Promise of Sydney (emanating from the World Parks Congress 2014) and bring a regional position to the next World Conservation Congress in 2020.
The programme represents a joint effort by several organisations in the region, particularly the regional offices for Latin America and the Caribbean of the UN Food and Agriculture Organisation (FAO) and UN Environmental Programme (UNEP); IUCN Regional Office for Mexico, Central America and the Caribbean; IUCN Office for South America; IUCN World Commission on Protected Areas in South America; Red Latinoamericana de Cooperación Técnica en Parques Nacionales, otras Áreas Protegidas, Flora y Fauna Silvestres (REDPARQUES); IUCN Commission on Education and Communication (CEC); World Wildlife Foundation (WWF); National Service of Natural Protected Areas System of Peru (SERNANP); Instituto Chico Mendes — ICMBio (Brazil); Pronatura (Mexico) and National Natural Parks of Colombia.

Crosscutting themes:
A common dream: building bridges between societies and generations through our heritage
It is vital that young professionals participate in the Latin American and Caribbean Congress on Protected Areas since the region’s youth must be consolidated and activated as a group in light of The Promise of Sydney (2014), aimed at creating the world we want, valuing the legacy of those who have worked for humanity’s wellbeing and conservation of our biodiversity.
Youth Symposium
The Youth Symposium is the core event for young people at the congress. It will include a forum presenting the work done by young professionals, community leaders, park rangers and representatives of indigenous peoples. Through learning about successes and failures, work done in the region can be improved and linked, and the event will serve as venue for participatory dialogue.

Lima is known for its perfect harmony between tradition and contemporary architecture. Touring the streets, one can only admire its churches, archaeological sites and colonial mansions with their balconies, intermingled with modern buildings. In 1991, Lima’s Historic Centre was declared a World Heritage Site. Like the rest of Peru, the city boasts excellent cuisine and has been named the Gastronomy Capital of Latin America.
Location: On the central western coast of Peru. More information here.
